The festival is held annually on the last full weekend of April in downtown Huntsville's Big Spring International Park and Von Braun Center. Panoply is a production of The Arts Council, Inc., a non-profit organization, with sponsorship by Huntsville-area businesses and volunteer support from up to as many as 2,000 people each year. The outdoor festival celebrates the arts with a wide array of performances, exhibits, demonstrations, and hands-on activities. The first festival opened on May 14, 1982. TACВ agreed to participate, and the League spent 1981 training their members, gathering resourcesВ and making the connections needed to produce a large outdoor event. The League asked TACВ to co-sponsor the festival and support the multi-phase project. The festival project was presented to TACвЂ™s Board of Directors in May 1980. All of a sudden вЂ“ it was there!В We said it at the same time and read the definition, вЂAВ magnificent array or a splendid displayвЂ™. We finally realized we needed a name for our вЂbaby.вЂ™ Virginia and I sat on her stairs with dictionary in hand and went through the alphabet. We worked for months, organizing and feeling our way. вЂњIвЂ™ll never forget some of the funny experiences and wonderful people we met during those years. The League felt they could be most effective in the publicity area and TACВ accepted their assistance. TACвЂ™s member organizations indicated three areas of need: facilities, financial support and publicity/public exposure. TACВ had just completed a community survey and aВ survey of its member organizations, and the League stood ready to assist. In March 1979, the Junior League of HuntsvilleвЂ™s Special Research Committee for the Arts was established, and Committee Chair Amanda Segrest met with the The Arts Council. The arts received a large percentage of votes, and Andrea advocated the research and development of an arts related project. Katie Shaver (JLH President) and Andrea Luther Vandervoort (JLH Vice-President) surveyed the League in the fall of вЂ™78 to develop guidelines for creating new projects of interest to members. In 1978 the Junior League of Huntsville was completing work in five concentration areas focused on children in need.
